Mrs. Victoria Norgbey works in the areas of Water, Sanitation and Hygiene (WASH), Monitoring and Evaluation and Gender mainstreaming in Programmes and projects. She worked for World Vision International, Ghana office as a Youth Trainee Skills (YTS) Manager for an Australian Government Grant Project which equipped over 400 youth in employable skills in the Western Region of Ghana. The project metamorphosed into a sustainable award winning Vocational project in the region. Mrs. Norgbey won a National Female Role Model Award on 19th March 2013 in grass root participation through her passion in handling and sustaining the project which is now the flagship of employable skills project in the country. She was also the manager for Youth Skills Training Programme (YSTP), a locally sponsored World Vision Vocational Skills Programme from 2004 to 2008.

Victoria was also the Lead trainer ( partnering with MDF West Africa) in training staff of Ghana Water Company and DENYS staff on sustainability of water treatment plants/Organizational Change in Koforidua and Kwanyako in the Eastern and Central regions of Ghana. She has varied experience in private-public partnership as she worked with Coca-Cola Company, Diaego and Water health doubling as relationship manager and WASH Education coordinator on Safe Water for Africa Partnership in Liberia, Nigeria and Ghana.

Victoria also coordinated the Community Mobilization and WASH Education aspects of the WADA (Water and Development Alliance) project sponsored by USAID, CoCaCola Company, Relief International and Waterhealth.  She is the lead consultant in the software implementation of the ‘5 Districts Water Project’ in the Volta Region; which is a partnership between the Ghanaian and Austrian governments.

Through her Organization, GLOWDEP, she is a lead mentor in Youth Development and WASH Education with emphasis on gender inclusiveness for sustainability. In partnership with MDF West Africa, she is a team member of the Ghana Netherlands Water Project as Capacity builders. She was an evaluator in the Midterm Evaluation of the Dutch WASH Alliance in Bangladesh, Ethiopia and Ghana in 2013. Mrs. Norgbey was the lead trainer on Gender in Project Cycle Management in Tanzania and also developed implementation plans for vegetable and Sesame Projects for SNV in Ghana.

Mrs. Victoria Norgbey is an Educationist and a Governance Expert. She holds an Executive Masters Degree in Governance and Leadership from the Graduate School of Governance Leadership, (GIMPA) Accra. Mrs.Norgbey also holds a BSc. (Honours) Degree in General Agriculture from the University of Cape Coast in Ghana with specialization in Poultry Production and Feed milling Technology from Barneveld (IPTC) College in the Netherlands. She also holds a Diploma in Education.

She is also an Assembly woman (Government Appointee) on the Central Tongu District Assembly where she serves on the Social Services as well as Gender, Children and Social Protection Committees.

Victoria is the founder and Board Chairperson of Global Women Development Promoters, (GLOWDEP) a Gender Advocacy Non-profit Organization with the objective of promoting Women participation and empowerment in sustainable Development. GLOWDEP features in Senior High Schools in areas of Social Protection and Career Counselling, youth development, skills training and WASH Education among others.

Mrs. Norgbey serves on the Executive Council of the Greater Accra Poultry Farmers Association, where she is also the Vice President, the Editor of their Newsletter, and a trainer in the poultry Industry, and building capacity for new entrants in the poultry industry in Ghana.

Throughout her professional life she has built up a lot of experience with management, planning, project implementation, monitoring and evaluation and many other domains. She is an advocate for the vulnerable.

Mrs Norgbey was awarded, on the 19^th March 2013, the award for “Female Role Models in Local Governance in Ghana as Agents of Change” by a Committee under the Institute of Local Government Studies (ILGS) with support of GIZ. The Award was a unique one in recognition of youth development in employable skills. This award was handed over to her by the Honourable Nana Oye Lithur, Minister of Gender, Children and Social protection in Ghana. She also received an award for, “Volta Heros Award” for her contribution towards the facilitation of WASH activities in the region.

3. Summary of work experience

Mrs. Norgbey taught in one of the first class Senior High Schools, Achimota Senior High School, for 15 years and emerged as the Best teacher of the school in 1995 and also the Best Teacher of Accra Metropolis and the runner –up for the Greater Accra Region in the same year.

She later worked with World Vision International in Ghana for over eight years in Rural Development, starting as a Youth Development Officer and by dint of hard work rose to the position of a Programme Manager. Mrs. Norgbey is credited with Abura Vocational and Leadership Institute in the Western Region of Ghana, a project she nurtured to an enviable sustainable position among that youth skills training Centres in Ghana. The Abura School has over the years produced middle level manpower in the region and its multiplier effect is manifested across the entire country.  She is also the initiator of the Ga West ICT Resource Centre for school children (sponsored by World Vision). As a programme manager she worked with over three thousand (3,000) children in child sponsorship and protection programme where she provided strategic leadership among others. Cross cutting projects such as capacity building for the physically challenged and care for People Living with HIV/AIDS (PLWHAS) were integral parts of the programme.

Mrs. Norgbey was involved in training on voter education as well as gender participation in governance during the 2008 National Elections in Ghana. Furthermore she was a member of the Coordinating Committee of the African Minister’s Council on Water (AMCOW) that planned the 6^th World Water Forum that took place in Marseille, France in March 2012.She specifically participated in preparing the Gender Strategy and Policy in the Water Sector for Africa.

She also worked as the Community Relations Manager for Water Health International, Ghana office for over 4 years as well as Coordinator of Education programmes (WASH specialist) for Safe Water for Africa Partnership, working in Liberia and Nigeria. This assignment involved needs assessment of communities for social interventions in the areas of Water, Sanitation and Hygiene, with special emphasis on Women, Children and the vulnerable in society.

She also serves on the Executive Committee of Coalition of NGOs (CONIWASS) in the water sector in Ghana giving strategic direction for WASH provision in the country. CONIWASS works with Development Partners such as UNICEF, World Bank, Water Aid, CIDA etc. as well as other Civil society organizations to create awareness and draws Government’s attention to social protection issues in the areas of water, sanitation and health.
